Quick answer

Historic district gutter rules in North OC: The Brothers That Just Do Gutters Anaheim found that, as of October 2026, the City of Orange’s Historic Preservation Design Standards treat built-in gutters, collectors and downspouts in Old Towne as historic roof details to preserve and repair, and call adding fascia or cutting off exposed rafter tails inappropriate. Most Old Towne projects are approved by Planning staff through Minor Design Review, while roofline alterations go to the Design Review Committee. Call (714) 276-6631 or book online.

Historic Roofline Rules

Gutters on a historic house follow the city’s rules, not just the roof’s

North OC holds some of the oldest housing in Southern California: Victorians, Craftsman bungalows and period revival homes in Old Towne, the Anaheim Colony, downtown Tustin and the Santa Ana neighborhoods around French Park and Floral Park. On these houses the gutter is part of the roofline that preservation rules protect. Open eaves, exposed rafter tails and original built-in gutters are details the cities call character-defining, and a careless install can damage them faster than any storm.

Each city handles it differently. In Orange, the Historic Preservation Design Standards say built-in gutters, collectors and downspouts should be preserved and repaired, and that adding fascia or boxing in exposed rafters is inappropriate; Orange uses staff-level Minor Design Review and a Design Review Committee rather than a Certificate of Appropriateness. Tustin does use a Certificate of Appropriateness for exterior changes in its Cultural Resources District that need a building permit, and its residential guidelines recommend metal gutters painted to match the trim or body color. Santa Ana’s historic guidelines ask owners to repair original gutters and keep new downspouts off the front facade. Fullerton preservation zone guidelines say exposed eaves, rafter tails and fascia should stay compatible with the roof style. In Anaheim, the city lists more than 1,400 historic properties, and exterior changes to Mills Act homes need staff approval.

The Brothers That Just Do Gutters Anaheim is owned by Sara Baayoun and based in Fountain Valley. On older homes we start by looking at what is already there: original gutters, rafter tails and fascia. We offer seamless aluminum, bonderized steel and copper gutters, and we will talk through the hanging method and downspout locations before you take the plan to the city.

What preservation staff look at

  • Whether original gutters can be repaired first
  • Exposed rafter tails and open eaves left intact
  • Gutter material and color against trim or body
  • Downspouts kept off the front facade
  • Any new fascia or roofline change

Historic guidelines in Orange, Tustin and Santa Ana all start with repair. We tell you honestly whether an original gutter or downspout can be saved before quoting a new one.

02Metal, not plastic

Tustin’s guidelines recommend metal gutters and Santa Ana points to copper downspouts as part of a building’s character. We install aluminum, bonderized steel and copper.

Year-round

Your North Orange County gutter calendar

Old houses need their gutters working before the rains, and city review takes planning, so work a season ahead.

  1. Fall · Sep to NovClean and repair before the rain

Rainy season runs roughly November through March. Clear debris and repair original gutters in kind now, since ordinary repairs that keep the same design and material are the simplest path in every city.

  2. Winter · Dec to FebWatch where the water goes

During storms, note overflow at corners and water splashing on siding or foundations. Those notes and photos help planning staff understand why a change is needed.

  3. Spring · Mar to MayTalk to planning staff

Spring is the time to bring photos and a written gutter plan to the Orange, Tustin or Santa Ana planning counter and learn which review your project needs.

  4. Summer · Jun to AugInstall approved work

Dry months suit new gutters and downspouts. Paint new runs to match trim or body, keep downspouts off the front, and have everything working before fall.

North Orange County Gutter Questions, Answered

Do I need city approval to replace gutters in Old Towne Orange?

Check with the Orange Planning Division first. The standards do not list gutters by name in their review table, but they treat downspouts and built-in gutters as historic roof details, send re-roofing through staff Minor Design Review and send roofline alterations to the Design Review Committee. This guide reflects the standards as of October 2026.

Can I add fascia to hang gutters on a Craftsman with exposed rafter tails?

In Old Towne Orange the design standards say adding fascia, cutting off exposed rafter tails or boxing in exposed rafters is inappropriate, so plan the gutter around the rafters and ask Planning staff first. Fullerton’s preservation zone guidelines also say rafter tails and fascia should stay compatible with the roof style. Our guide recommends settling this before ordering.

Does Tustin require a Certificate of Appropriateness for new gutters?

Tustin requires a Certificate of Appropriateness before exterior alterations in the Cultural Resources District that need a building permit, with no separate fee. Ordinary maintenance or repairs that do not change design, material or original appearance do not need one. The residential guidelines recommend metal gutters painted to match the trim or body color and downspouts placed away from the front facade.

What do Santa Ana historic guidelines say about gutters?

Santa Ana’s Chapter 13 guidelines, which apply to properties on the city’s Register of Historical Properties, ask owners to repair original gutters and downspouts where possible, paint new ones to match the trim or body color rather than a contrast color, and use the sides and rear for new downspouts. That includes homes in French Park and Floral Park covered by this guide.

Are there gutter rules for the Anaheim Colony historic district?

The City of Anaheim says it tracks more than 1,400 historic properties and that exterior alterations to homes under a Mills Act contract need approval from Historic Preservation staff through a Zoning Plan Review Application. For other homes, staff review building permit plans and may offer recommendations. The city points owners to its Citywide Historic Preservation Plan, so call Anaheim Planning before changing gutters on a Colony home.
