Westminster began in 1870, when the Rev. Lemuel Webber founded it as a Presbyterian temperance colony named for the Westminster Assembly of 1643. Dairies, walnuts, celery and lima beans gave way to sugar beets and then goldfish farms, and the Depression, the 1933 earthquake and the 1938 flood held back home building for years. In 1947 the Mendez v. Westminster case ended school segregation practices in California. The city incorporated on March 27, 1957, with 10,755 residents, taking in Barber City on its west side, and grew from 33,663 people in 1960 to 60,076 in 1970. Little Saigon along Bolsa Avenue later became the first officially recognized Vietnamese business enclave.
